MANIFESTO FOR RAISING AWARENESS AND PROMOTING EFFECTIVE PROTECTION OF INTERNALLY DISPLACED PERSONS (IDPs) WORLD OVER

We, citizens of the world, concerned with the serious deteriorating situation of Internally Displaced Persons world over, especially the absence of policy, legal and predictable institutional frameworks for the protection and assistance at local, national, regional and international levels, determined to safeguard the human rights of IDPs, acknowledge that internal displacement is the world’s serious humanitarian, human rights and security problem and its impact on HIV/AIDS, sexual and gender based violence among women and children and environmental degradation,

DECLARE the particular seriousness of the problems and challenges facing IDPs, in particular that

  •  the increasing population of both, conflict, environmentally, development and other induced  IDPs  and the widening gap between protection and assistance;

  • the lack of policy, legal and institutional (predictable) frameworks for their protection and assistance at all levels for the realization of national , regional and international  responsibility for their protection and assistance

  • lack of an international instruments for the protection of IDPs

  • Internal displacement

In this state of the affairs, we citizens proclaim that all root causes of internal displacement be mainstreamed by all stakeholders at all levels and we reclaim our responsibility to promote the explicit human rights of IDPs. To this end, we

PROPOSE the establishment of mechanisms at all levels that guarantee:

  • the addressing the root causes of internal displacement and the consequences of internal displacement

  • the realization of national ,regional and international responsibility for the protection and assistance of IDPs

  • the property rights of  returning IDPs

  • the promotion of the human rights of IDPs

  • a thematically internationally dedicated day for IDPs

  • democratic governance of globalisation to contribute to resolving the grave problems and challenges of IDPs;

  • Research and studies on internal displacement to feed policy formulation

  •  the eradication of poverty and the promotion of more equitable development and respect for cultural, natural and gender diversity; of IDPs

  • world peace and security, embracing human and environmental security, based on justice and freedom; and

  • the establishment of mechanisms to enable the world's citizens and civil society organisations to achieve direct representation and participation in the protection of IDPs and the promotion of I their human rights..

The pursuit of these goals requires a stronger, more democratic society, placed at the centre of a consistent, democratic, responsible, effective system of national, regional and international institutions. More specifically, we need to have an internationally thematically dedicated day for IDPs and the establishment of legal, policy and institutional frameworks for the protection and assistance of  IDPs at all levels . To achieve these objectives,

WE PROMOTE a process of:

Mobilisation of the world's citizenry based, for example, on citizens and world organisations' support for this manifesto so that it comes to the formal attention of the United Nations General Assembly and member states, with a request to call a world conference on the protection and assistance of IDPs and dedicate a an internationally thematically dedicated day for IDPs to raise the profile of their plight.
